About the Client

The clients are the District Administrations of Gadwal and Kothagudem in Telangana, responsible for coordinating public services, managing district-level administration, and addressing citizen concerns across multiple government departments.

With citizens regularly approaching the administration with issues spanning different departments, an accessible and transparent grievance management system was essential for improving communication, accountability, and service delivery.

The Challenge

The District Magistrate, as the senior administrative authority in the district, received a high volume of grievances from citizens every day.

These complaints covered multiple government departments and required coordination between officials to ensure that each grievance reached the appropriate team and was resolved within a reasonable timeframe.

The existing process made it difficult to provide citizens with direct visibility into the progress of their complaints. At the same time, administrators needed a more structured way to assign grievances, monitor actions, identify delays, and hold responsible departments accountable.

The District Administration wanted to modernize the grievance redressal process through a simple and accessible mobile application.

The solution needed to address several key requirements:

  • Provide citizens with a direct channel to submit grievances
  • Automatically route complaints to the appropriate department or officer
  • Allow citizens to track grievance status transparently
  • Enable administrators to monitor complaints and actions taken
  • Escalate unresolved grievances when defined resolution timelines were exceeded
  • Support multilingual accessibility for a broader citizen population
  • Deliver a simple experience suitable for users with different levels of digital familiarity

The objective was to create a citizen-centric digital platform that improved communication between the public and district administration while strengthening transparency and accountability.

The Solution

The District Administration partnered with Supply Medium to design and develop Nivedhana, a digital grievance redressal platform built around the needs of citizens, government officers, and administrators.

Supply Medium worked closely with district officials to understand existing grievance workflows, departmental responsibilities, escalation requirements, and citizen needs before designing the application’s end-to-end process.

The solution consisted of two dedicated applications supported by a centralized administrative portal.

Citizen Application

A citizen-facing mobile application was developed to provide the public with a simple and direct way to communicate grievances to the District Administration.

Citizens could submit complaints across 15 grievance categories, providing the information required for government teams to review and address each issue.

After submission, users could track the progress of their grievances and see which grievance officer was responsible for handling the case.

The application also allowed citizens to view grievances submitted by others, helping improve visibility and transparency across the grievance redressal process.

Additional capabilities included user registration, complaint status tracking, a news feed, and feedback mechanisms.

Officer & Department Application

A separate application was created for government officers and departmental personnel responsible for resolving citizen grievances.

Complaints could be assigned to the appropriate personnel, giving officers clear visibility into cases requiring attention and enabling them to update progress as actions were taken.

This created a more structured workflow between grievance submission, assignment, action, and resolution.

Centralized Administration Portal

A dedicated admin portal provided district officials with centralized oversight of grievance activity.

Administrators could monitor submitted complaints, track their current status, review actions taken by responsible officers, and identify cases requiring additional attention.

The platform also incorporated an escalation mechanism for grievances that were not addressed within the expected timeframe.

This enabled the District Administration to move from reactive complaint handling toward a more structured and accountable grievance management process.

Citizen-Centric User Experience

Accessibility and simplicity were central to the application’s design.

The interface was developed to minimize complexity and make essential functions—including registration, grievance submission, tracking, and feedback—easy to access.

Multilingual capabilities were incorporated to make the application more inclusive and usable across different sections of the population.

Structured Development & Testing

Supply Medium established a detailed development plan covering functional requirements, features, workflows, timelines, and testing requirements.

Rigorous manual testing was conducted across multiple scenarios to validate application stability, functionality, and user experience.

Multiple test cases were also used to refine workflows and multilingual functionality before deployment.

Technology Stack

The Nivedhana platform was developed using Android Studio, Firebase, and PHP Laravel.

Android Studio

Android Studio was used to develop the citizen and government-facing Android applications, providing the development environment required to build and test mobile functionality.

Firebase

Firebase provided cloud-based capabilities supporting application services such as authentication, real-time data functionality, storage, and other backend requirements.

Its integration with the mobile application helped simplify backend development while supporting responsive interactions between users and the platform.

PHP Laravel

Laravel provided the backend framework for web application functionality and APIs, supporting communication between mobile applications, administrative functionality, and underlying services.

The Outcome

The launch of Nivedhana created a more accessible and transparent grievance redressal process for citizens and district officials.

10,000+ Downloads

The application achieved more than 10,000 downloads, demonstrating meaningful adoption of the digital grievance platform.

15 Grievance Categories

Citizens gained the ability to report issues across 15 different categories, helping route concerns to the appropriate government departments.

Transparent Grievance Tracking

Users could monitor the progress of their complaints and identify the grievance officer responsible for handling each case.

This provided greater transparency into a process that had previously offered citizens limited visibility after submitting a complaint.

Greater Administrative Oversight

Government officials gained centralized visibility into grievances, assigned officers, actions taken, resolution progress, and cases requiring escalation.

This improved accountability while making it easier to monitor grievance handling across departments.

Improved Citizen Engagement

The ability to submit complaints, monitor progress, view other reported grievances, access updates, and provide feedback created a more direct digital connection between citizens and the District Administration.

Supply Medium designed and delivered the application within two months, providing the District Administration with a functional digital grievance platform within a focused implementation timeline.
